This seems like it could be a fun aspect of a larger event, but I don't really want to set a precedent for events happening just because of random magical surges. Especially with things like changes (especially if it includes rare changes) because stuff like that is supposed to be relatively important, and I don't want to depreciate its impact or value by them happening too frequently or randomly.
Generally speaking, for something like this to be run as a player event, I would need a stronger hook for why it's happening and what it contributes story wise. Otherwise, it would just be the mods making up a reason for it to happen, which would ultimately take away from the point in it being player run in the first place.
