Is this eating as in eating their flesh or as in drinking their blood? Or both?

Either way, that sounds fine to me, so long as any powers or abilities they gain from that shapeshifting ability don't stack/stay with them indefinitely. The base physical forms could remain accessible as long as you want, though.
